What’s Happening

This Consultation Website provides an introduction to the proposed new neighbourhood east of the M1 motorway, ahead of a planning application in Spring 2021.

The site is adjacent to Newport Pagnell, Moulsoe, Willen, Pineham and bound to the west by the M1 motorway.

The development area is currently known as Milton Keynes East Strategic Urban Extension (MKESUE), and was allocated within Milton Keynes Council’s Local Plan ‘Plan:MK’ (adopted March 2019) for provision of approximately 5,000 new homes, 105 hectares of employment land (estimated to be capable of providing 5,000 new job opportunities), together with essential infrastructure and strategic open space.

St James Group, a member of the Berkeley Group, are bringing forward proposals to create a new neighbourhood in the rural north of Milton Keynes, east of the M1 motorway, which builds upon and strengthens the qualities that have made Milton Keynes the special and unique place that it is today. St James will be the principal developer for approximately 80 percent of the land allocated for development east of the M1 in Plan:MK. With Bloor Homes, Milton Keynes Council and Newlands delivering the balance. Split proportionately it is envisaged that St James will deliver approximately 4,000 new mixed-tenure homes and 85 hectares of land for employment, with capacity for at least 4,000 new job opportunities.

To support St James in realising the aspirations of the Plan: MK site allocation we have appointed an excellent professional team, including:



JTP is an award-winning practice of architects, masterplanners and placemakers renowned for working collaboratively with its clients, consultants and stakeholders to design great new places and breathe life into old ones. From the small-scale through to the very large and complex, we have been creating lively neighbourhoods, urban quarters, urban extensions and new settlements for 25 years. These are structured around characterful streets and public spaces, incorporate social infrastructure, and embrace a landscape-led approach that delivers richer ecology and biodiversity net gain.


Landscape Architects

HTA Design LLP focus on creating great places where people choose to live. Our collaborative practice brings together a wide range of design specialisms with the experience to ensure successful delivery whilst embracing innovation in design and our approach. HTA’s landscape team was set up in 2003 and specialises in landscape design for regeneration, masterplanning residential design, parks and public realm. The team deliver complex projects with beautiful solutions. The work ranges in scale and location, from large scale suburban masterplanning to greening urban intensification; city park design to linear waterfront solutions. HTA have been appointed by St William as landscape architects and will be working alongside a team of specialists to develop a truly landscape led masterplan for the benefit of people and nature.


Ecologist and Agriculturalist

HDA was established 20 years ago, and includes a team of ecologists, landscape architects and specialists in arboriculture and built heritage. Our broad range of expertise allows a comprehensive approach to project work which adds value and interest through innovative and appropriate solutions. We have a national client base within both the private and public sectors, and our advice is sought at all stages of the planning, design and implementation process for a wide range of development types and environmental projects. HDA have been appointed by St James to provide ecological and arboricultural input into the project, working alongside the wider project team to ensure opportunities for wildlife are maximised within the proposals.

WSP has been appointed by Berkeley St James as the lead engineering consultant for the project with responsibility for providing expert advice across a number of disciplines including transportation, highways and bridges, drainage, flood risk, acoustics, air quality, ground conditions, waste and lighting. Our specialists will be working closely with the Architects and a wider team of other specialists to develop the vision and proposals for Milton Keynes East.


Planning and EIA coordinator

Lichfields is the pre-eminent planning and development consultancy. At the forefront of planning and development in the UK since the company was founded in 1962, one of Lichfields’ earliest projects was working on the original new town plan for Milton Keynes, and we’ve been working to deliver great development and places ever since. Offering practical and robust planning support to deliver new homes, employment and complex infrastructure, our role on Milton Keynes East is as the planning consultant overseeing preparation of the planning application and co-ordinating the Environmental Impact Assessment.


Archaeology and Heritage

RPS Archaeology and Heritage is the largest Heritage Consultancy in the UK and is a Registered Archaeological Organisation ( RAO ) with the Chartered Institute for Archaeologists.  The practice provides archaeological and heritage advice and consultancy to a wide range of clients throughout the development and construction industry in the private and public sector specialising for over 30 years in delivering projects with good heritage outcomes for existing and new communities.


Landscape and Visual Impact

Fabrik is an award winning landscape design and landscape planning practice. We have experience of working on range of residential, leisure, healthcare, education and commercial projects for both private and public sector clients on a diverse portfolio of both brownfield and greenfield sites across the UK.  One of our core skills is landscape planning. On this project, Fabrik are appointed to prepare the Landscape and Visual Impact Assessment Environmental Statement Chapter and through the iterative design process, are working closely with the design team to help to shape the scheme to minimise landscape and visual effects.
